NeedsPlanarConfigTransform Property (IDecompressor)

Lets a caller to Decompress tell whether data needs to be transformed following decompression. It is only relevant if the image has a Planar Configuration value (0028,0006) of 1.
If this property is true, then the decompressor will return data in "by pixel" mode, irrespective of the stated Planar Configuration, so post-decompression transformation may be necessary.
If this property is false, then the decompressor will return data in the form requested by the stated Planar Configuration, so post-decompression transformation is not necessary.
