    Indicates whether DicomAttribute has a non-null value
    Syntax

    Public ReadOnly Property IsNull As System.Boolean
    public System.bool IsNull {get;}
    Remarks
    IsNull is true if the value is a Null (or "Nothing" in VB). This can be due to the actual data being zero length, OR if it consists entirely of discardable characters such as trailing blanks.
